While the pre-creative process can be time-consuming, establishing goals, conducting nessesary research, building a strategy and laying out the plan is the single most important element.
Launching into project without these steps is effectively flying blind, and makes the success of a project very hit and miss. You may end up with a world leading campaign, but you may also be left with a campaign that doesn't acheive the goals of your business.

Some agencies would have you believe that you should pour all of your time and budget into social media, as 'everyone is doing it'. We disagree.
